Park Center Water District Organized under Title 32 C.R.S. by District Court Decree dated December 15, 1967. Park Center Water District is designated a Special District, a quasi government, of the State of Colorado. Special Districts are organized and authorized to fill voids in service that other local and State governments cannot service. Examples of Special Districts include: water districts, sanitation districts, metropolitan districts, park and recreation districts, and fire authorities.
General Powers:
1. Enter into contracts and agreements affecting District affairs.
2. Borrow money and incur indebtedness using a variety of instruments, including revenue bonds.
3. To acquire, dispose of, and encumber real and personal property and water rights. 4. To fix fees and levies, including property taxes.
Park Center Water District is a domestic water purveyor to 1300 service connections with a peak demand approaching 1 million gallons per day. As Canon City has grown, there was a substantial increase in domestic service requirements within our service area. In 1994, the District constructed a state-of-the-art softening treatment plant, capable of meeting or exceeding all current and foreseeable future EPA quality and treatment technique mandates.
Projects financed and completed by the District:
1986 – 1.5 million gallon water storage - $175,000, paid in full
1994 – New treatment plant - $1.1 million, USDA financed 1996 – Electronic meter system - $105,000, paid in full
1998 - Pipeline, office/shop - $155,000, retires May 2004 2000 – Water rights - $50,000, paid in full
Water Sources Park Center Well – Owned by the Federal Government and administered by the Bureau of Land Management. The Park Center well is artesian and produces 1,000,000 gallons per day. The District has 23 years remaining on a 30 year lease with a first right to renew.
Surface Water Rights include 324 acre feet owned, 140 acre feet leased from year to year and a plan in place to purchase more shares as they become available.
